Overview

The Federal Contracts Billing Specialist is responsible for accurate, compliant, and timely invoicing across federal government contracts. This role works closely with HR, Program Management, and Accounting to validate labor hours, ensure contract compliance, and submit invoices through required government systems (e.g., IPP). The ideal candidate has hands-on experience with timekeeping systems (Rippling or similar), federal invoicing requirements, and government approval workflows.

Key Responsibilities

Timekeeping & Labor Verification

Partner with HR and Program Managers to verify and reconcile employee and contractor time entries in Rippling
Ensure hours billed align with:

Approved labor categories
Contract ceilings and funded CLINs
Approved timesheets and leave policies (PTO, holidays, sick time)

Identify and resolve discrepancies prior to invoicing

Federal Invoicing & Submission

Prepare accurate monthly (or biweekly, as required) invoices for federal contracts
Generate invoices based on:

Contract terms (T&M, Labor Hour, FFP, BPA, IDIQ task orders)
Approved labor hours and rates
Allowable costs and contract modifications

Route invoices internally for approval and submit to Government Points of Contact (PoCs)

IPP & Government Systems

Upload and submit invoices through Invoice Processing Platform (IPP) and other agency-specific portals
Track invoice status, approvals, rejections, and payment timelines
Respond promptly to government billing inquiries or correction requests

Accounting & Financial Coordination

Coordinate closely with Accounting and Finance to:

Reconcile invoices with the general ledger
Ensure revenue recognition aligns with billing
Support monthly close activities
Maintain organized billing documentation for audits and reviews

Compliance & Documentation

Ensure compliance with:

FAR / DFARS billing requirements
Contract-specific invoicing instructions
Labor standards and funding limitations

Maintain detailed invoice support files including:

Timesheets
Rate approvals
Contract excerpts
Government approvals

Required Qualifications

3+ years of experience in federal contract billing
Hands-on experience with government invoicing systems (IPP required)
Experience working with timekeeping systems (Rippling strongly preferred)
Strong understanding of:

Federal contract types (T&M, LH, FFP)
Labor category billing
Invoice approval workflows

High attention to detail and accuracy
Strong communication skills for coordination with HR, Finance, and Government PoCs

Preferred Qualifications

Experience supporting IDIQs, BPAs, and task orders
Familiarity with QuickBooks Online or similar accounting platforms
Understanding of SCA, H&W, and fringe benefit billing
Prior experience with IHS, DHS, DOI, VA, or DoD contracts
Audit or DCAA support experience
