How AI, remote work and new legislation are reshaping hiring markets

Demand for skilled employees continues to outpace supply in several sectors — notably tech, finance, business and online retail. At the same time, a large pool of qualified professionals remain blocked from roles by geographic limits. This imbalance defines today’s labour market and is driving companies to widen their searches while using AI and other technologies to retain efficiency.

The world’s best talent seldom lives next door. Recruiting internationally brings its own complexities. Our survey of more than 4,000 business and HR leaders responsible for hiring found that 77% reported difficulties navigating international employment laws in the past six months. Even so, hiring teams are pressing ahead.

Employer of Record (EOR) services are steadily changing the idea that international hiring is impractical, making global talent more accessible. In 2025, businesses can ill afford to restrict recruiting to domestic markets. The scarcity of locally based specialists, rising employee costs and the disruptive effect of AI have moved global talent acquisition from a luxury to a necessity.

To chart the status of international hiring, we surveyed more than 4,000 business and HR leaders (director level and above) with recruitment decision‑making responsibilities across the UK, USA, Germany, France, Netherlands, Spain, Australia, Sweden, South Korea and Japan.

Remote models tap a broader talent pool, so it’s generally easier for them to find qualified candidates than for traditional office-based teams.

What other obstacles do businesses face when acquiring talent? And crucially, does the evidence support borderless hiring as the answer?

Hiring managers are struggling to find skilled candidates locally

Across the industry, businesses face widening skill gaps: 38% of hiring leaders report trouble finding qualified candidates. Recruiters see a rise in under‑qualified applicants (65%), and 74% of companies say this surge is a significant issue.

The problem is most acute for traditional, office-based workplaces — 41% report difficulty finding skilled applicants versus 31% of remote workplaces.

The move to remote and hybrid work has become more than a perk: our survey shows flexibility improves hiring. Employers offering remote roles report better candidate quality (26%), greater access to specialised talent (24%) and higher offer acceptance rates (24%).

Rising operational costs increase the expense of acquiring top talent

Budget limitations remain a barrier. Twenty percent of businesses cite restricted budgets for advertising roles, while 38% have incurred higher recruitment costs because hiring times are longer than average.

Global remote hiring can be more cost‑effective. Thirty‑one percent of respondents reported reduced overheads as a benefit of remote operations, while 23% noted lower talent costs. Organisations that open roles to wider locations also improve their odds of securing top candidates: 24% broadened a role’s location requirements to attract higher‑skilled applicants.

Employees are seeking a greater life-work balance

More than ever, life-work balance is now a priority. Employers that do not offer flexibility are losing staff to those that do: 73% of hiring leaders say they’ve lost employees to more flexible companies, and 84% report rising candidate demand for flexible work overall.

Organisations that adopt remote and hybrid models see clear benefits. Companies offering “work from anywhere” perks record higher employee satisfaction (24%) and improved life-work balance (38%). Other remote benefits include increased employee satisfaction (40%) and productivity (39%).

Scaling in new markets requires local expertise

Expanding into new international markets is complex without a local entity. Understanding local employment laws, compliance and HR practices can be daunting. It is therefore unsurprising that 77% of businesses experienced issues with international employment laws in the past six months.

The challenge is greater for companies managing localisation internally. Fifty‑seven percent of those with compliance problems were hiring via their own entity rather than using an Employer of Record. Respondents said an EOR would have sped up hiring (47%), improved understanding of foreign employment law (45%) and reduced compliance risk (40%).

AI is changing the face of international recruitment

Eighty‑two percent of global businesses expect to increase headcount this year. To secure top talent, 29% use pre‑screening assessments, 28% work with specialised recruiting firms and 27% revise role qualifications.

AI is widely used to simplify hiring, but it brings challenges. Recruiters now spend an average of 9.24 days per role filtering irrelevant applications caused by AI‑generated CVs. Consequently, 39% of businesses have cut the time spent on each application because of the volume of AI‑created resumes. Seventy‑three percent received AI‑generated resumes with false information in the past six months, and one quarter of businesses say they often receive more applicants than they can process.

Hiring managers increasingly want to make the most of global talent acquisition; yet dealing with localisation, adapting to AI challenges and meeting changing candidate expectations is not easy.

Remote recruiting report survey methodology

During 2024 Remote surveyed 4,126 business and HR leaders (director level and above) who had decision-making responsibility for recruitment across the UK, USA, Germany, France, Netherlands, Spain, Australia, Sweden, South Korea and Japan to produce the survey data analysed in this report.

In February 2025 Remote analysed real-time Horsefly data to assess job-role supply, demand, and hiring trends across 34 countries for 25 key roles.

For each role and location we extracted these metrics: total candidates, average salary (converted to USD$), total job adverts, difficulty to hire, AI impact, and experience (% of talent pool with 8+ years relevant experience). Using these metrics, Remote computed a talent supply-and-demand ‘hotspot’ score to identify locations with more talent than opportunities. “-” denotes data not available via the tool.

Data points used for this report

Scoring for difficulty to hire and AI impact is based on the following:

Difficulty of hire
This score indicates how hard it may be to fill a role. Using Horsefly’s data it assesses historical and current trends, comparing available candidates (supply) with job openings (demand), while accounting for location, industry patterns, and competitive pressure.

The result is a score from 1 to 10:
1 = Easy to hire
10 = Very challenging to hire

What the 1–10 scale means:
1–2: A large candidate pool and low competition — hiring should be straightforward.
3–4: Moderate candidate availability and demand — recruitment is generally manageable.
5–6: Average difficulty — some effort required but achievable.
7–8: Hard to fill — limited candidates or strong competition; adjust your strategy.
9–10: Very challenging — talent is scarce or demand is high; success may need extensive planning or additional incentives.

AI impact
The AI impact score indicates how much AI could influence a specific role by analysing current data and skills to classify each role.

Skills focus:
AI Promoters: Skills likely to be enhanced or replaced by AI.
AI Neutral: Skills that may see some AI influence but will not be completely transformed.
AI Detractors: Skills unlikely to be affected by AI.

The result is a score from -100 to 100:
-100 = No major AI impact
100 = Severe AI impact

What the -100–100 scale means:
-100 to 9: No major AI impact. These roles are stable and unlikely to change soon.
10–29: Minimal AI influence. The role remains largely unchanged.
30–49: Some tasks may shift, but the core role remains intact.
50–69: Moderate impact. Certain tasks could be automated, requiring reskilling.
70–89: High impact. Many tasks may change, so early planning and adaptation are essential.
90–100: Severe impact. The role and its main tasks could face significant transformation soon.
