This paradox is the defining challenge of the modern labor market, driving companies to cast wider nets for talent while relying on AI and other emerging technologies to stay efficient. 

The world’s top talent is rarely found on your doorstep. However, international recruitment isn’t without its challenges. Our recent survey of more than 4,000 business and HR leaders (responsible for the recruitment of staff) found that 77% reported troubles navigating international labor laws in the last six months. Despite the challenges, hiring managers remain undeterred.

Global hiring trends: The state of borderless talent acquisition

Employer of Record (EOR) services are steadily transforming the perception that international hiring is unfeasible, making global talent more accessible than ever. And just as well — in 2025, companies can scarcely afford to restrict their talent searches to domestic markets. The increasing rarity of locally-based specialists, rising employee costs, and the disruptive force of AI have transformed global talent acquisition from a luxury to a necessity. 

To map the current state of international hiring, we surveyed more than 4,000 business and HR leaders (director level and above) with decision-making responsibility for the recruitment of staff across the UK, USA, Germany, France, Netherlands, Spain, Australia, Sweden, South Korea, and Japan.

  • 73% of hiring leaders say they’ve lost employees to companies offering greater flexibility

With remote and hybrid working options considered the new standard among workers, flexible working options are now a key attractor among the most skilled candidates.

  • 77% of businesses have faced issues with international labor laws within the last six months 

As companies expand their talent searches globally, navigating complex international labor regulations has become a major hurdle, often delaying hiring processes and adding additional layers of complexity.

What other challenges does the business world face concerning talent acquisition? And more importantly, does the evidence prove that a borderless hiring approach is the solution?

Hiring managers are struggling to find skilled candidates locally

Industry-wide, businesses are facing widening skill gaps, with 38% of hiring leaders reporting difficulties finding qualified candidates. Traditional, office-based workplaces are feeling this challenge most acutely — 41% are struggling to find skilled applicants, compared to only 31% of remote workplaces.

The shift towards remote and hybrid work has proven to be more than a perk for employees, with our survey finding flexibility directly improves hiring outcomes. Businesses offering remote roles report a higher quality of job candidates (26%), expanded access to specialized talent (24%), and higher offer acceptance rates (24%).

Rising operational costs make acquiring top talent expensive

Budget constraints are another major obstacle for hiring managers. 20% of businesses cite budget limitations for advertising roles as a key challenge, while 38% have faced increased recruitment expenses due to longer-than-average hiring times. 

Global, remote hiring presents a cost-effective alternative. 31% of respondents reported reduced overheads as a benefit of operating remotely, while 23% noted a reduced cost of talent. Businesses that expand their hiring strategies beyond domestic markets also stand to increase their chances of securing top candidates, with 24% expanding a role’s location requirement in a bid to acquire the most highly skilled candidates. 

Employees are seeking a greater life-work balance

More than ever, life-work balance is a priority. Companies that don’t offer flexibility are rapidly losing talent to those that do. 73% of hiring leaders say they’ve lost employees to companies offering greater flexibility, and 84% confirmed a growing candidate demand for flexible work options overall.

For those who embrace remote and hybrid models, the advantages are clear. Businesses offering  “work from anywhere” benefits report higher employee satisfaction (24%) and enhanced life-work balance (38%). Meanwhile, benefits experienced by operating remotely include increased employee satisfaction (40%) and productivity (39%).

Scaling in new markets requires local expertise

Expanding into international markets can be a complex process without a local entity. Navigating local labor laws, compliance requirements, and HR-related factors can be daunting. It’s unsurprising then that 77% of businesses have faced issues with international labor laws within the last six months.

The burden is greater for companies attempting to handle localization challenges in-house. 57% of those struggling with compliance were managing hiring through their own entity, without an Employer of Record. Those who reported challenges said an EOR could’ve made the hiring process quicker (47%), while 45% claimed it would’ve given a better understanding of foreign labor laws, and 40% said it would’ve reduced compliance risks. 

AI is changing the face of international recruitment

While AI-driven recruitment has streamlined the hiring processes of many businesses, it’s also unearthed new obstacles, including candidate misrepresentation and application overload. In the past six months, 20% of hiring leaders have often encountered candidates overstating their qualifications, while 17% have received AI-generated resumes. 18% also stated that they’ve often suffered from an overwhelming number of unqualified applicants.

Remote Recruiting Report survey methodology

In 2024, Remote surveyed 4,126 Business/HR leaders (director level and above) with decision-making responsibility for the recruitment of staff across the UK, USA, Germany, France, Netherlands, Spain, Australia, Sweden, South Korea, and Japan to compile the survey data analyzed in this report.

In February 2025, Remote used real-time Horsefly data to analyze job role supply, demand, and hiring trends across 34 countries for 25 key roles.

For each role and location, the following metrics were pulled: Total Candidates, Average Salary (converted to USD$), Total Job Adverts, Difficulty to Hire, AI Impact, and Experience (% of talent pool with 8+ years of relevant experience). Using the metrics, Remote calculated a talent supply and demand 'hotspot' score to identify the locations where there is more talent than opportunities per country location. “-” indicates there was no data available via the tool.

The scoring for Difficulty to Hire and AI Impact are based on the following:

Difficulty of Hire
The Difficulty of Hire score illustrates how challenging it might be to fill a job role. Using Horsefly’s data, it looks at past and real-time trends, including available candidates (supply) and job openings (demand). It considers location, industry trends, and competition.

The result is a score from 1 to 10:
1 = Easy to hire
10 = Very challenging to hire

What the 1–10 scale means:
1–2: Lots of candidates and low competition — hiring is easy.
3–4: Moderate availability and demand — hiring should be straightforward.
5–6: Average difficulty — requires some effort, but it’s manageable.
7–8: Hard to fill — limited candidates or high competition. You’ll need to adjust your strategy.
9–10: Very challenging — scarce talent or high demand. Success may require significant planning or extra incentives.

AI Impact
The AI Impact Score shows how much AI could affect a specific job role using real-time data and skills analysis to categorize each role.

The skills focus are:
AI Promoters: Skills likely to be enhanced or replaced by AI.
AI Neutral: Skills that might see some AI influence but won’t fully change.
AI Detractors: Skills unlikely to be affected by AI.

The result is a score from -100 to 100:
-100 = No major AI impact
100 = Severe AI impact
