How AI, remote work and updated legislation are reshaping hiring markets

Demand for skilled workers is outpacing supply across several sectors — notably tech, finance, business and online retail. At the same time, a large group of qualified candidates cannot access these opportunities because of geographic constraints. That contradiction is the central challenge in today’s labour market, prompting companies to widen their searches while using AI and other new technologies to preserve efficiency.

Top talent rarely lives next door. International recruitment brings its own complications: our recent survey of more than 4,000 business and HR leaders tasked with staff recruitment found that 77% reported troubles navigating international employment laws in the last six months. Despite these obstacles, hiring teams are pressing on.

Employer of Record (EOR) services are steadily changing the view that international hiring is impractical, making global talent more reachable than before. And with good reason — by 2025 companies can rarely afford to limit recruitment to domestic markets. The growing scarcity of local specialists, rising employee costs, and the disruptive influence of AI have moved global talent acquisition from being optional to being essential.

To chart the current state of international hiring, we surveyed more than 4,000 business and HR leaders (director level and above) who decide on staff recruitment across the UK, USA, Germany, France, Netherlands, Spain, Australia, Sweden, South Korea and Japan.

Remote models are better able to draw from a wider candidate base, so finding qualified people with the right skills is less of a challenge compared with traditional office-based firms.

What other obstacles do businesses face when acquiring talent? And crucially, does the evidence show that borderless hiring is the answer?

Hiring managers are struggling to find skilled candidates locally

Across industries, skill gaps are widening: 38% of hiring leaders say they cannot find suitably qualified candidates. Recruiters also report a rise in under-qualified applications — 65% have seen an increase, and 74% of businesses regard the surge in under-qualified applicants as a serious problem.

The issue is felt most acutely by traditional office-based employers — 41% struggle to find skilled applicants compared with 31% of remote workplaces.

The move to remote and hybrid working has become more than an employee perk: our survey shows that flexibility improves hiring outcomes. Companies offering remote roles report better candidate quality (26%), improved access to specialised talent (24%) and higher acceptance rates for offers (24%).

Rising operational costs make acquiring top talent expensive

Budget limits are another key challenge for hiring teams. Twenty percent of businesses say tight budgets hinder role advertising, while 38% have seen recruitment costs rise because hiring is taking longer than average.

Hiring globally and remotely can offer a more cost-efficient alternative. Thirty-one percent of respondents cited reduced overheads as a benefit of remote operations, and 23% noted lower talent costs. Firms that open roles to international candidates also increase their odds of securing top talent: 24% widened a role’s location requirement to attract highly skilled applicants.

Employees are seeking a greater life-work balance

More than ever, life-work balance is a priority. Firms that do not offer flexibility are quickly losing staff to those that do. Seventy-three percent of hiring leaders say they’ve lost employees to companies providing greater flexibility, and 84% report rising candidate demand for flexible work overall.

For organisations that adopt remote and hybrid models, the benefits are clear. Employers offering “work from anywhere” options report higher employee satisfaction (24%) and improved life-work balance (38%). Other remote-working benefits include increased satisfaction (40%) and boosted productivity (39%).

Scaling in new markets requires local expertise

Entering international markets can be complex without a local entity. Dealing with local employment laws, compliance obligations and HR matters is challenging. It is therefore unsurprising that 77% of businesses reported issues with international employment laws in the previous six months.

The burden is higher for companies attempting to resolve localisation issues internally. Fifty-seven percent of those facing compliance problems were hiring through their own entity, without an Employer of Record. Respondents said an EOR could have sped up hiring (47%), improved understanding of foreign employment rules (45%), and lowered compliance risks (40%).

AI is changing the face of international recruitment

Eighty-two percent of global businesses expect to hire more staff this year. To secure top talent, 29% use pre-screening assessments, 28% work with specialist recruiting firms and 27% reconsider role qualifications.

AI is also widely used to simplify hiring, but it brings challenges. Companies now spend an average of 9.24 days filtering out irrelevant applications per role because of AI-generated CVs. Consequently, 39% of businesses have been forced to cut the time spent on each application due to the volume of AI-created resumes. Further, 73% of businesses received AI-generated CVs in the past six months containing false information, and a quarter say they frequently get more applicants than they can manage.

Remote recruiting report survey methodology

During 2024, Remote surveyed 4,126 Business/HR leaders (director level and above) who had recruitment decision-making responsibility for staff across the UK, USA, Germany, France, the Netherlands, Spain, Australia, Sweden, South Korea, and Japan to compile the survey data analysed in this report.

In February 2025, Remote analysed real-time Horsefly data to assess job role supply, demand, and hiring trends across 34 countries for 25 key roles.

For each role and location, Remote extracted the following metrics: Total Candidates, Average Salary (converted to USD$), Total Job Adverts, Difficulty to Hire, AI Impact, and Experience (% of talent pool with 8+ years of relevant experience). Using these metrics, Remote calculated a talent supply-and-demand "hotspot" score to identify locations where talent outnumbers opportunities by country. “-” indicates there was no data available via the tool.

Data points used for this report

The scoring for Difficulty to Hire and AI Impact is based on the following:

Difficulty of Hire
The Difficulty of Hire score reflects how hard a role may be to fill. Drawing on Horsefly’s data, it examines historical and live trends — including available candidates (supply) and job openings (demand) — and takes account of location, industry trends, and competitive pressure.

The result is a score from 1 to 10:
1 = Easy to hire
10 = Very challenging to hire

What the 1–10 scale means:
1–2: High candidate numbers and little competition — hiring should be straightforward.
3–4: Moderate candidate availability and demand — recruitment is normally uncomplicated.
5–6: Typical level of difficulty — some effort required, but manageable.
7–8: Hard to fill — few candidates or strong competition; you will need to adapt your approach.
9–10: Very challenging — scarce talent or high demand. Success may require detailed planning or additional incentives.

AI Impact
The AI Impact Score indicates the degree to which AI might influence a particular job role, using real-time data and skills analysis to classify each role.

The skills focus are:
AI Promoters: Skills that AI is likely to augment or replace.
AI Neutral: Skills that may experience some AI influence but will largely remain unchanged.
AI Detractors: Skills that are unlikely to be impacted by AI.

The result is a score from -100 to 100:
-100 = No major AI impact
100 = Severe AI impact

What the -100–100 scale means:
-100–9: No major AI impact. These roles are stable and unlikely to change in the near term.
10–29: Minimal AI influence. The role remains largely unchanged.
30–49: Some tasks may shift, but the core responsibilities stay intact.
50–69: Moderate impact. Certain tasks could be automated, making upskilling important.
70–89: High impact. Many tasks may change, so early planning and adaptation are essential.
90–100: Severe impact. The role and its core tasks could undergo major transformation soon.
